David Carten, HLI HAYKWHL ẂII X̱SGAAK Melanie Mark and Jon Dogterom combine deep experience in clean-energy entrepreneurship, technology commercialization, Indigenous leadership, government, workforce development, finance and regional economic development.
Together, they bring the technological, commercial, political and relationship-building capabilities required to turn floating-wind technology into Canadian projects—and Canadian projects into a new industry.
David Carten
Director & CEO
David Carten is a clean-energy entrepreneur and company builder with more than 25 years of experience commercializing technologies and developing renewable-energy markets internationally. He co-founded Sustainable Energy Technologies and helped grow it from a start-up into a publicly listed multinational, securing growth capital, establishing its European and Asian operations and commercializing technologies across wind, solar power, hydrogen fuel cells, power electronics and energy storage. David built and led the team that secured international design certification for the Chinook 250 kW vertical-axis wind turbine. He later developed major solar portfolios in Southeast Asia and now leads Aks Wind’s strategy, partnerships and Canadian commercialization work with SeaTwirl.

HLI HAYKWHL ẂII X̱SGAAK Melanie Mark
Director & Senior Strategic Advisor – Indigenous, Government, and Stakeholder Relations
HLI HAYKWHL ẂII X̱SGAAK Melanie Mark is an accomplished First Nations leader and former B.C. cabinet minister with extensive experience in public policy and institutional change. She made history as the first First Nations woman elected to the Legislative Assembly of British Columbia and the first to serve in the provincial Cabinet. As Minister of Advanced Education, Skills and Training and later Minister of Tourism, Arts, Culture and Sport, Melanie led major public institutions, substantial government portfolios and initiatives advancing Indigenous education, skills, workforce participation, regional development and reconciliation. She brings nearly three decades of work with Indigenous leaders and communities across British Columbia. Her experience and leadership are fundamental to how Aks Wind builds partnerships with Indigenous Nations, governments and coastal communities—and to its ambition to create lasting employment and economic opportunity through floating wind.

Jon Dogterom
Director & COO
Jon Dogterom is a clean-technology executive, entrepreneur and board member with extensive experience taking advanced energy technologies from development into commercial markets. At Sustainable Energy Technologies, Jon helped shape the company’s commercialization strategy for wind-turbine and power-conversion technologies and led the product-design and certification program for the Chinook 250 kW vertical-axis wind turbine. He subsequently led global business development for Hydrogenics, founded the Advanced Energy Centre and built MaRS Discovery District’s internationally recognized clean-technology practice. Jon has advised numerous Canadian climate-technology companies and brought an investor’s perspective through service on the investment committee of a Canadian climate-technology venture fund. As COO, he leads Aks Wind’s commercialization, industrialization and execution strategy.
